Consensus Planning prepared a comprehensive plan for the City of Raton which focused on the interrelationships between land use, economic development, housing, community character, historic preservation, and infrastructure. Implementation strategies sought to build upon the City’s unique location at New Mexico’s northern gateway and at the crossroads of two major highways; balance the need for infill development and annexations; promote the community as an arts center; capitalize on the area’s recreational opportunities; and preserve the historic district.

Consensus Planning prepared a comprehensive master plan and zoning ordinance for this fast growing rural community west of Las Vegas, Nevada. The firm recognized that maximum public participation was essential to a community facing challenges such as rapid growth, limited utility systems, unique land uses like brothels and casinos, and a limited zoning system. Our staff worked side-by-side with local citizens to create telephone surveys, open houses, public meetings, design workshops, flyers and newsletters, and presentations. After a year-long planning process, the master plan was adopted unanimously, with a round of applause from community members, with the zoning ordinance adopted six months later.
